In practice, that means love spells work best, and fastest, when there is a real foundation to build on: a past relationship, existing attraction, or unresolved feelings. I won't tell you a spell will make someone who has zero connection to you fall in love against everything they feel, because that isn't how this kind of work holds up over time.
